HUD Multifamily 101 Boot Camp 2026: Foundations, Recertifications & Rent Adjustments

HUD Multifamily compliance is no longer just about completing forms and meeting deadlines. Today's housing professionals must navigate an increasingly complex regulatory environment shaped by HOTMA implementation, evolving HUD guidance, increased oversight, and growing financial pressures on affordable housing communities.

Many professionals understand pieces of the process but struggle to connect the entire picture. Staff may know how to complete a recertification but not fully understand the regulations behind it. Managers may oversee operations but lack insight into how funding, rent adjustments, and compliance requirements work together. As a result, properties face avoidable findings, inconsistent practices, revenue loss, and increased operational risk.

The HUD Multifamily Compliance & Operations Boot Camp 2026 was designed to bridge those gaps.

This comprehensive three-part training series takes participants on a structured journey through the most critical areas of HUD Multifamily administration:

How HUD works → How compliance is maintained → How property revenue is protected

Led by nationally recognized HUD compliance expert Rhanda McKown, this boot camp delivers practical guidance, operational strategies, and compliance-focused instruction that participants can immediately apply to their properties.

Why This Boot Camp Matters?

Affordable housing professionals today face unprecedented challenges:

  • HOTMA implementation requirements continue to reshape certification practices.
  • HUD monitoring and Management & Occupancy Reviews (MORs) remain a significant compliance concern.
  • Staff turnover creates knowledge gaps and inconsistent application of regulations.
  • Recertification errors can lead to subsidy repayment demands and audit findings.
  • Rising operational costs make proper rent adjustment requests more important than ever.
  • Many employees understand procedures but lack a deeper understanding of the HUD framework driving those procedures.

This boot camp addresses these challenges by building knowledge in the correct order.

Rather than teaching isolated tasks, participants learn how HUD Multifamily housing operates as an interconnected system.

PART 1: HUD Multifamily 101: Understanding How Things Work - Build the Foundation Every HUD Professional Needs

12:00 PM EST - 01:00 PM EST | 60 minutes

Most housing professionals learn HUD requirements through forms, handbooks, and daily tasks. However, few receive training on the larger federal framework that drives those requirements.

This session provides the "big picture" understanding necessary to make confident compliance decisions.

Participants will explore:

  • The structure and mission of HUD
  • The role of Congress, federal regulations, handbooks, notices, and guidance
  • How funding flows through HUD programs
  • The responsibilities of HUD offices, owners, management agents, and property staff
  • The relationship between regulations and day-to-day operations
  • Why compliance requirements exist and how they are enforced

PART 2: HUD Recertifications 2026: Annual and Interim - Master the Most Critical Compliance Function at Your Property

01:10 PM EST - 02:10 PM EST | 60 minutes

Recertifications directly impact subsidy payments, tenant rent calculations, and regulatory compliance.

Even minor errors can create significant financial and compliance consequences.

This advanced compliance session provides step-by-step guidance on managing Annual Recertifications (ARs) and Interim Recertifications (IRs) under current HUD and HOTMA requirements.

Participants will learn:

  • AR and IR processing requirements
  • HOTMA-driven changes to income and asset calculations
  • Verification hierarchy and documentation standards
  • Tenant interview best practices
  • EIV discrepancy management
  • HUD-50059 completion requirements
  • TRACS submission and monitoring procedures
  • Notice requirements and effective date calculations
  • Common MOR findings and how to avoid them

PART 3: Rents That Make Sense: Understanding HUD's Budget-Based Rent Adjustments (BBRA) - Protect Revenue and Support Long-Term Property Sustainability

02:20 PM EST - 03:20 PM EST | 60 minutes

Compliance alone does not ensure property success.

Owners and management teams must also understand how to maintain financial stability through proper rent adjustment processes.

As operating expenses continue to rise, Budget-Based Rent Adjustments (BBRAs) play a critical role in supporting property operations and maintaining quality housing for residents.

Participants will learn:

  • BBRA eligibility requirements
  • Budget preparation strategies
  • HUD-92547A completion requirements
  • Documentation standards and supporting schedules
  • Utility analysis requirements
  • Management fee and vacancy factor calculations
  • Tenant notification procedures
  • HUD review expectations
  • Common reasons submissions are delayed or denied

Benefits of Attending:-

  • Understand the federal framework governing HUD Multifamily housing
  • Apply HUD regulations more consistently and confidently

  • Strengthen file quality and documentation practices
